ABOUT US Engineers and Geoscientists British Columbia is the regulatory and licensing body for the engineering and geoscience professions in BC. We are charged with protecting the public and the environment by setting and maintaining high standards for academics, experience, and professional practice for over 40,000 registrants and 4,000 firms. If these standards are not met, we take action through our investigation and discipline processes. We are governed by a Board of elected registrants and government appointees responsible for setting policy and direction for the organization under the authority of the Professional Governance Act. Engineers and Geoscientists BC’s Strategic Plan provides the vision, mission, values, and direction that help guide the Board’s efforts.

STRATEGIC PLAN AND KEY PERFORMANCE INDICATORS The 2022–2027 Strategic Plan shapes our future as an inclusive, progressive, and future-focused regulator to build a strong and resilient British Columbia. In year two of the Plan (2023–2024), we focused on seven projects to further our goals: 1. Review our activities to better align with the requirements of the Professional Governance Act 2. Manage data across the organization securely and efficiently 3. Assess the Volunteer Program and make recommendations for improvement 4. Modernize our work environment to meet workplace standards and physical space use and needs 5. Formalize our approach to engagement with registrants to better inform our decision-making 6. To measure the organization’s progress and performance against the Strategic Plan, Engineers and Geoscientists BC developed a series of Key Performance Indicators (KPI) in six performance areas. Each KPI has several metrics–for example, our Registration Process Effectiveness KPI considers our application process efficiency, quality of application decisions, and resources available to process applications. These KPIs aim to provide a holistic view of our Strategic Plan’s performance and impact, driven by departmental functions and strategic priorities.

REPORT FROM THE BOARD CHAIR AND CEO With continuous social, environmental, and economic changes globally, Engineers and Geoscientists BC remains anchored in our vision of modern regulation for a resilient world. This year, we worked with the newly-formed advocacy body for the professions—the BC Society of Engineering and Geoscience—on plans to transfer advocacy activities to their future portfolio, including the Affinity Program, career advertising, and the Branch program. And, in May, the Ministry of Post-Secondary Education and Future Skills confirmed the intention to develop a reserved practice for applied science technology for registrants of the Applied Science Technologists and Technicians of BC, which we are supportive of. We also signed Engineers Canada’s National Statement of Collaboration with 11 other regulators, renewing our shared commitment to further advance public safety and increase regulatory efficiency with our counterparts across Canada. We are heartened by this progress, the positive partnerships we’ve built with these organizations and with government, and the benefit of this work to the public and environment. Last fall, the International Credentials Act was introduced to streamline registration for internationally trained professionals and attract new talent to our province. Though many of our processes (such as our competency-based assessment framework) already align with the Act , we have—and will continue to—analyze the Act’s impact on the professions and address areas for improvement to enhance equity and fairness for international professionals. We also saw strong results in our Continuing Education and Annual Reporting programs. This year, 91% of registrants completed their Continuing Education requirements on time—including the 60-hour rolling requirement for those practicing. Our individual and firm audit programs also completed their first year of operation, providing registrants with non-disciplinary, proactive feedback on how they meet their regulatory requirements. Being socially responsible remains a key focus for us, and is a critical component of our 2022–2027 Strategic Plan. Excitingly, we initiated an Equity, Diversity, and Inclusion and Truth and Reconciliation Working Group to build the visibility of underrepresented voices, and explore the challenges they face in the practice of engineering and geoscience. To date, this group includes 30 volunteers, and continues to grow.

We also remain committed to continuous improvement. In April, we unveiled an optimized website, with new features to help registrants, applicants, firms, and the public find the important information they need. Throughout the fiscal year, we built a framework to guide how we engage with our registrants, prioritizing two-way conversations and the inclusion of diverse perspectives to help us make decisions. We also restructured and stood up six new registrant advisory groups to help us stay current on industry changes so we can best support registrants and their practice. And, finally: we were named one of BC’s Top Employers for the fourth year in a row. We take pride in this accolade, and in all the work we’ve all done to create a safer, more resilient British Columbia. We extend our deepest gratitude to our staff, volunteers, Board, registrants, and collaborators from coast to coast, and thank them for bringing heart and integrity to this important duty: protecting the public and the environment.

PROACTIVE REGULATION To protect the public, we focus on proactive regulation through our continuing education and audit programs and attracting new and qualified registrants into the professions.

Since its inception, the Continuing Education Program and Annual Reporting have consistently reported high compliance. June 30, 2024, marked the end of the 2023-2024 reporting year and the first three-year rolling period deadline, where practising registrants were required to report 60 Continuing Education Hours of learning activities since 2021. THE FIRM AUDIT PROGRAM The Firm Audit Program completed 316 audits this past year, helping firms understand how well their documented policies and procedures meet legislated requirements, and identify areas where improvements can be made to mitigate risk and streamline processes.

The Firm Audit Program was recognized by the International Register of Certificated Auditors (IRCA) as 1 of only 11 acceptable alternatives to their ISO 9001 standard. This gave our auditors an opportunity to earn IRCA credentials, improving the rigour and credibility of our regulatory programs.

PROACTIVE REGULATION 12

INDIVIDUAL AUDIT PROGRAM The Individual Audit Program was initiated on July 1, 2023, with 156 completed audits by June 30, 2024. The program is a proactive, quality-assurance check on individuals practising engineering and geoscience in BC. It is intended to be a constructive process to educate registrants on their regulatory requirements, and review compliance areas like continuing education, quality management, the Code of Ethics, and declared practice areas. “In this first year, we’ve learned a lot about existing knowledge gaps and common issues that registrants are facing in meeting their regulatory requirements. Through the audits, we strive to be transparent with registrants regarding our regulatory processes and support them in their compliance.” – Stuart Nash, P.Eng., Manager, Individual Audits and Practice Reviews at Engineers and Geoscientists BC INTERNATIONALLY TRAINED APPLICANTS For several years, Engineers and Geoscientists BC has received significant volumes of applications from internationally trained applicants. For engineering, the number of applications from individuals with degrees attained outside of Canada is greater than the number of applications from individuals with degrees attained from Canadian universities. Engineering applicants mainly received their degrees from Iran, the US, India, the UK, and China. Geoscience applicants mainly received their degrees from the US, Australia, the UK, and South Africa. With this increase and with the introduction of new legislation, we are prioritizing the modernization and accessibility of our application process.

BC’s International Credentials Recognition Act , designed to streamline registration for internationally educated professionals, became effective July 1, 2024. We have already reduced many of the barriers internationally trained engineers and geoscientists face when registering in BC, while still maintaining high standards in the admission process. To continue our efforts, and with funding support from the BC government, we hired a policy analyst for registration adjustments and a user experience designer to make online information about the licensing process more accessible.

PUBLIC SAFETY AND ENVIRONMENTAL PROTECTION Engineers and Geoscientists BC is committed to protecting the public and the environment. We continue to advance our work under the Climate Change Action Plan and expand our legal capacity to support strong regulation under the Professional Governance Act.

Our registrants are key contributors to climate action, and the number of registrants declaring climate change or sustainability as their area of practice is increasing. This specialized knowledge helps create practical solutions to address climate change challenges; for example, registrants can use modelling to estimate greenhouse gas emissions when operating a new building, based on its design and the materials used for its construction.

As part of our Climate Change Action Plan, we provided resources for our registrants, including: • The Regulatory Learning Module on climate change, required for all practising registrants.

• Six new resources were added to the Climate Change Information Portal and seven continuing education courses were offered on topics including water systems risk management and climate change impacts on contaminated sites. • Professional Practice Guidelines–Preparation of One Water System Risk Management Plans in British Columbia, Professional Practice Guidelines–Legislated Dam Safety Reviews in BC, and Professional Practice Guidelines–Erosion and Sediment Control were released this year.

Addressing Complaints Against Individual and Firm Registrants

As part of our mandate to protect the public by ensuring that engineering and geoscience work is done by professionals licensed by our organization, we investigate and take steps to prevent unlicensed practice and misuse of title. The volume of enforcement files to address unlicensed practice and misuse of title has increased this past year with the introduction of improved complaint submission and anonymous reporting processes for the public.

As part of our mandate to protect the public and the environment, we work with subject matter experts to develop guidance for our registrants. This guidance is published in the form of Guides, Guidelines, and Advisories, dependent on the scope and nature of the topic. This year, we published six guidelines and four advisories for professional practice. After two years of hard work from authors, reviewers, and partners, we published the Professional Practice Guidelines–Use and Development of Microzonation Maps in BC . These guidelines outline professional practice expectations and obligations when using and developing microzonation maps to mitigate earthquake impacts to the public, communities, and the environment.

Our province benefits from a strong and sustainable flow of new, qualified registrants into the professions, including from outside of Canada.

The Engineers and Geoscientists BC Foundation provides scholarships and bursaries to engineering and geoscience students studying in BC. It aims to encourage excellence and dedication in these fields by reducing financial barriers faced by students. In 2023-2024, the Foundation awarded $120,000 to 41 engineering and geoscience students. It administered nine scholarships and supported 32 awards through BC’s post-secondary institutions and Engineers and Geoscientists BC’s branches. The Foundation would like to thank all its donors. As of June 30, 2024, the Foundation received $250,590 from over 1,600 individual donors and companies in the last 12 months. Of note, the Foundation would like to thank BC Hydro for its continued commitment and generous contribution of $15,000 towards the BC Hydro/Engineers and Geoscientists BC Foundation Scholarship. As part of Engineers and Geoscientists BC’s volunteer recognition program, volunteers were given the option of receiving a small gift, or having a donation made on their behalf to the Foundation. The Foundation would also like to thank the 463 volunteers who chose to opt out of receiving a gift and instead made a donation to the Foundation. Over the past year, the Foundation reviewed the monetary value of our scholarships against the current investment required to pursue an engineering or geoscience education. The Foundation determined that many of our scholarships do not meet the needs of students who are facing increased tuition costs. As a result, the Foundation has committed to increasing the value of all scholarships to a minimum of $5,000 as quickly as possible. Over the next year, the Foundation will work with registrants, companies, and other donors to increase annual contributions to meet this goal. The Engineers and Geoscientists BC Foundation is a registered charity chartered in 1993 to provide scholarships and bursaries to post-secondary engineering and geoscience students (Registration no.: 821138393 RR0001).
