ON NOVEMBER 17, WHEN THE GOVERNMENT OF BC DECLARED A PROVINCIAL STATE OF EMERGENCY, FIVE PEOPLE HAD LOST THEIR LIVES, MORE THAN 17,500 PEOPLE HAD BEEN EVACUATED, AND ALL MAJOR HIGHWAY AND RAILWAY ACCESS TO VANCOUVER HAD BEEN SEVERED BY LANDSLIDES AND FLOODING. THE CIVIL INFRASTRUCTURE UPON WHICH OUR SOCIO-ECONOMIC WELLBEING SO CRITICALLY DEPENDS HAD BEEN INCAPACITATED AT MANY LOCATIONS WITHIN A MATTER OF HOURS AND DAYS OF RECORD-BREAKING RAINFALL.
