DISCIPLINE NOTICE: PETER CHARLES GAFFRAN

In a July 11, 2025, Consent Order, Peter Charles Gaffran admitted that he demonstrated unprofessional conduct contrary to the Engineers and Geoscientists Act and conduct unbecoming a registrant contrary to the Professional Governance Act ( PGA ) when he engaged in inappropriate conduct towards a junior colleague. Mr. Gaffran’s registration with Engineers and Geoscientists BC is cancelled. Mr. Gaffran agreed not to reapply for registration with Engineers and Geoscientists BC at any time in the future. Mr. Gaffran admitted that between June 2020 and February 2021 he engaged in inappropriate conduct towards a junior colleague, including initiating communications and physical contact of a sexual nature. In the Consent Order, Mr. Gaffran admitted that between June 2020 and February 5, 2021, he engaged

• authenticated a Record of Sewerage System (RSS) for the systems that contained serious errors, defects or omissions; • failed to prepare maintenance plans for the systems that were consistent with standard practice or that met the requirements of the SPM; • prepared deficient plans, specifications and supporting documents for the design of the systems including insufficient written rationale for departing from the standard guidelines contained in the SPM; and • failed to file an updated RSS, despite making material changes to the plans and specifications for the design of the systems. As outlined in the Consent Order, Mr. Bartel’s registration with Engineers and Geoscientists BC is cancelled. Mr. Bartel agreed not to reapply for registration with Engineers and Geoscientists BC at any time in the future. Mr. Bartel agreed to pay $2,000 toward the legal and investigation costs of Engineers and Geoscientists BC. in unprofessional conduct contrary to the Engineers and Geoscientists Act . Mr. Gaffran admitted that between February 5 and 21, 2021, he engaged in conduct unbecoming a registrant, which is defined in section 1 of the PGA as conduct of a registrant that brings the regulatory body or its registrants into disrepute. Mr. Gaffran admitted that his conduct was contrary to the Engineers and Geoscientists BC Code of Ethics which requires that registrants conduct themselves with fairness, courtesy and good faith towards clients, colleagues, and others and promote health and safety within the workplace. Mr. Gaffran paid a fine of $15,000 and $12,000 toward the legal and investigation costs of Engineers and Geoscientists BC.

DISCIPLINE NOTICE: RICHARD BARTEL In an April 17, 2025, Consent Order, Richard Bartel admitted that he demonstrated unprofessional conduct in relation to the engineering services he provided for several sewerage systems. Effective April 30, 2025, Mr. Bartel’s registration with Engineers and Geoscientists BC is cancelled.

Mr. Bartel provided engineering services in relation to several sewerage systems across the Thompson Okanagan region of BC. Mr. Bartel designed, commissioned and submitted documents for the sewage systems in a manner that was inconsistent with the Sewerage System Practice Manual Version 3 (SPM) and/or the Sewerage System Regulation (SSR). In particular, Mr. Bartel agreed that, among other things, he: • failed to conduct an adequate site and soil evaluation, including failing to prepare a site and soil evaluation report that met the requirements of the SPM, or ensure that an adequate site and soil evaluation was undertaken at the site on which any of the systems were located;
