Our annual President’s Awards recognize excellence in professional, technical and community service by APEGBC members. This year we honour eight recipients in the following categories: the R.A. McLachlan Memorial Award, the C.J. Westerman Memorial Award, the Meritorious Achievement Award, the D. C. Lambert Professional Service Award, the Community Service Award and the Award for Teaching Excellence. 2013 President’s Awards Recipients

R.A. McLachlan Memorial Award Paul Fast, P.Eng., Struct.Eng. A visionary leader and creative structural engineer, Paul Fast established the firm Fast + Epp over 25 years ago, where he has gained international recognition for innovative structural engineering work, most notably with his pioneering designs for the VanDusen Garden Visitor Centre, the Richmond Olympic Oval Roof, and the Trout Lake Arena and Community Centre. Committed to professional excellence, Mr. Fast lends his time and expertise by serving on numerous advisory boards, including the Structural Engineers Association of BC and the UBC School of Architecture. He is also a Fellow of the Institution of Structural Engineers and Honourary Member of the Architectural Institute of BC. An outstanding community volunteer both in BC and abroad, Mr. Fast and his wife Ruth established the Hannah Foundation which provides support and housing for orphaned children in Russia. For advancing the field of structural engineering and for his iconic, sustainable designs, APEGBC is proud to present Mr. Fast with its highest engineering honour, the R.A. McLachlan Memorial Award.

C.J. Westerman Memorial Award Dr. Diana Allen, P.Geo. A professor of hydrology at Simon Fraser University (SFU), Dr. Diana Allen is one of the world’s leading experts on groundwater. A prominent advocate of protecting Canada’s groundwater resources, Dr. Allen was appointed to British Columbia’s Groundwater Advisory Board, where she played a key role in developing regulations and shaping public policy. Dr. Allen’s commitment to community has a global reach. She has played an integral role in two studies on groundwater usage for the Intergovernmental Panel on Climate Change. As a member of the UNESCO groundwater and climate change program, Dr. Allen assists developing countries in managing and protecting their groundwater resources. Always willing to share her knowledge and passion about groundwater in her role as a professor and researcher at SFU, Dr. Allen has made significant contributions to both the university and academic communities. For her outstanding commitment to advancing the public’s recognition and understanding of hydrogeology, APEGBC is pleased to present Dr. Allen with its highest award for a geoscientist, the C.J. Westerman Memorial Award.
