DISCIPLINE NOTICE: CHARLES ARCHIE MCLEAN, P.ENG. (Retired)
On December 7, 2023, Mr. McLean agreed to a Consent Order with Engineers and Geoscientists BC. Mr. McLean is a Non-Practising (Retired) registrant with Engineers and Geoscientists BC and is prohibited from practising engineering in BC. In 2020, Mr. McLean provided engineering services related to the design of a lean-to roof for a storage structure in McBride, BC. Mr. McLean prepared and authenticated the structural design for the project that did not comply with the 2012 BC Building Code. In the Consent Order, Mr. McLean admitted that he demonstrated unprofessional conduct related to the project and acted contrary to the Bylaws of Engineers and Geoscientists BC. Mr. McLean agreed that, among other things, he:
successfully complete and pass the Engineers and Geoscientists BC Professional Practice Exam and the Professional Engineering and Geoscience in BC online seminar. If Mr. McLean successfully reinstates his registration status to practising, his registration with Engineers and Geoscientists BC will be suspended for six months. If Mr. McLean becomes a practising registrant in the future, he will be restricted from performing any structural engineering work. There are several conditions set out in the Consent Order that Mr. McLean will be required to fulfill prior to lifting or modifying the practice restriction. Mr. McLean paid $5,000 toward the legal and investigative costs of Engineers and Geoscientists BC.
• failed to provide sufficient details and information in his design drawings for the roof including the snow drift load, the foundations for the lean-to storage structure and the connection of the lean-to storage structure to the adjacent building; • delegated responsibility to the contractor to choose which type of bolts would be used for the project in circumstances where it was not appropriate; and • accepted professional responsibility for a structural engineering project where he was not qualified by training or experience to fulfill that role. As outlined in the Consent Order, if Mr. McLean wishes to reinstate his status as a practising registrant, he must, in addition to complying with all requirements of the Credentials Committee and the Bylaws,
