The Healthy Waters Plan is an integrated investment and action plan by the City of Vancouver to address HEALTHY WATERS PLAN
THE BC ALL-WEATHER STANDPIPE PRECIPITATION GAUGE Reliable, year-round precipitation observations are critically important for applications such as hydrologic model development, hydrometeorological forecasting, and the safe management of BC Hydro’s reservoir operations. Standard automated precipitation gauges in remote, high-snowfall areas of BC are often limited by gauge capacity, snow capping, and contents freezing. The BC All Weather Standpipe precipitation gauge was developed by Northwest Hydraulic Consultants in collaboration with BC Hydro. It is a vertical, thin-walled stainless-steel cylinder, sealed at the bottom, where a pressure sensor measures the change in fluid height. Amongst the innovative features are an orifice heater that helps keep the opening clear of snow and an automated drainage module that triples gauge capacity to approximately 4,500 mm. The latter greatly reduces the number of costly site visits at wet locations. The instrument’s power consumption is optimized via scripts for use with solar-powered systems. Using an adaptive pathways-based framework, the plan also incorporates the potential use of CSO treatment and storage facilities subject to technical, financial and regulatory feasibility. The project’s innovation lies in its use of collaborative tools for partner and stakeholder engagement, holistic grey green systems approach, and outcomes driven decision making designed to maximize comprehensive benefits across a range of strategic objectives.
