DISCIPLINE NOTICE: JERRY RAYMOND LAY

a geotechnical field review for a project in Kamloops, BC, in contravention of the 2023 Consent Order. On September 26, 2024, Mr. Lay agreed to a Consent Order cancelling his registration with Engineers and Geoscientists BC. Mr. Lay admitted that he demonstrated conduct unbecoming a registrant by conducting the geotechnical field review during the suspension period. He agreed his conduct was contrary to the Engineers and Geoscientists BC Code of Ethics which requires that registrants uphold the values of truth, honesty and trustworthiness. Mr. Lay agreed to pay a fine of $4,000 and $1,000 toward the legal costs of Engineers and Geoscientists BC. Sewerage System Regulations (SSR) for the projects when the design and construction of sewerage systems is outside his area of expertise; • failed to adequately document the designs and field reviews for the projects; and • created a potential risk to public health by failing to comply with the SPM and SSR for the Projects, or alternatively, failing to document the rationale for deviating from the SPM and SSR, as required. As outlined in the Consent Order, Mr. Nunn’s registration with Engineers and Geoscientists BC was cancelled. Mr. Nunn agreed not to reapply for registration with Engineers and Geoscientists BC at anytime in the future. He also agreed to pay a fine of $2,000 and $1,800 toward the legal and investigation costs of Engineers and Geoscientists BC.

review while suspended. Mr. Lay’s registration with Engineers and Geoscientists BC is cancelled. On November 9, 2023, Mr. Lay and Engineers and Geoscientists BC entered into a Consent Order regarding the geotechnical engineering services he provided for terraced rock walls at a single-family residence. As set out in the 2023 Consent Order, Mr. Lay’s registration with Engineers and Geoscientists BC was suspended for two months. During the suspension period, Mr. Lay was prohibited from engaging in the reserved practice of engineering. On November 29, 2023, during the suspension period, Mr. Lay conducted In a July 25, 2024, Consent Order, Edward Nunn admitted that he demonstrated unprofessional conduct in relation to the engineering services he provided for the design and installation of several sewerage systems in the Kootenays. Mr. Nunn’s registration with Engineers and Geoscientists BC is cancelled. Mr. Nunn was retained by several property owners in the Kootenays to provide engineering services relating to the design and installation of sewerage systems.
