SPILL RESPONSE BASES – VANCOUVER HARBOUR AND BEECHER BAY Moffatt & Nichol collaborated with the Western Canada Marine Response Corporation to deliver 2 of 8 specialized spill-response bases along the main shipping routes of the BC coast. The Vancouver Base involved the construction of 2 barge berths, a concrete float for moorage of spill-response vessels, cobblestone areas for additional bull kelp growth, repairs to existing riprap for shoreline environment rehabilitation, EV charge stations, power supply, utilities, and buildings for staff offices and accommodation. The Beecher Bay Base in Sooke included a new higher concrete shore abutment and a gangway in consideration of sea-level rise, a floating breakwater, a concrete float for vessel moorage using steel piles covered with HDPE pipe sleeves for corrosion and abrasion resistance, power supply, lighting, and utilities. These 2 projects elevate regional preparedness for handling potential marine spills and strengthen ecological stewardship in maritime environments. COMOX VALLEY RECREATION FACILITIES DECARBONIZATION AND ENERGY PLANNING STUDY The Comox Valley Sports Centre and Aquatic Centre host a variety of recreational amenities, including 2 ice surfaces, a fitness centre, 2 25-m lap pools, a leisure pool, and two whirlpools. Recreation centres provide important gathering and fitness functions to a community, but they often have high energy loads and emissions due to their large volume and functional requirements. In 2023, Focal Engineering was engaged to provide a pathway for these facilities to achieve their goal of 50% emissions reductions by 2030 and net-zero emissions by 2050. Mechanical, envelope, and lighting systems were studied for energy and emissions conservation measures, with measures including heat recovery, energy efficiency, on-site energy generation, and electrification. Each site was analyzed with whole-building energy models to evaluate savings opportunities. This plan is intended to align long-term climate goals with

operations and capital planning. Company: Focal Engineering

Participants: Owner: Comox Valley Regional District. Focal Engineering: Susan MacDougall, P.Eng.; Angie Boileau, P.Eng. M3 Engineering: Trace Grunerud, P.Eng. hcma: Elise Woestyn; Rebecca Holt.
